Chapter 7A is the section of the California Building Code titled Materials and Construction Methods for Exterior Wildfire Exposure. For homeowners in fire-prone areas, it is arguably the most consequential chapter in the entire code. It tells you what a new house built on your parcel is required to look like, what a major remodel triggers, and — indirectly — what most insurers now consider "properly built."
Chapter 7A was first adopted in 2008 following the firestorms of 2003 and 2007, and it has been updated several times since, most notably in 2020 and in the 2022 update that took effect in 2023. This article walks through what it actually requires, in plain language, one building element at a time.
Where Chapter 7A applies
Chapter 7A applies to new construction and to additions or alterations that trigger code compliance in:
- Any State Responsibility Area (SRA) with a Fire Hazard Severity Zone classification of Moderate, High, or Very High.
- Any Local Responsibility Area (LRA) designated as a Very High Fire Hazard Severity Zone.
- Any Wildland-Urban Interface Fire Area adopted by a local jurisdiction.

An important nuance: Chapter 7A generally does not force existing compliant houses to be retrofitted. It bites when you pull a permit for new construction, a substantial remodel, or a replacement of a regulated element (a whole new roof, a whole new vent system, a whole new deck). That is also roughly when insurers start asking whether the new work meets current code.
Section 704A: Roofs
A Chapter 7A–compliant roof must be a Class A roof assembly. That's a specific test rating under ASTM E108 or UL 790 for resistance to burning brand and flame-spread tests. Class A is the highest rating of the three.
Common Class A roof types that qualify when installed to assembly requirements:
- Asphalt fiberglass composition shingles (nearly all modern shingles are Class A as an assembly).
- Concrete tile.
- Clay tile.
- Metal — standing seam or metal shingles — over a fire-rated underlayment.
Wood shake, even pressure-treated "fire-retardant treated" shake, is not allowed in most jurisdictions for new roofs in 7A areas.
Equally important: the code requires that the roof-to-wall intersection, valleys, and eaves be closed off or flashed so embers cannot accumulate and ignite the roof deck. Bird-stop pieces at clay tile eaves, metal valley flashing with noncombustible weather blocking, and gutters of noncombustible material are all common 7A details. Section 706A: Vents
Attic, crawlspace, and dormer vents are one of the highest-probability ember entry points in an unhardened house. Chapter 7A now requires vents to be either:
- Covered with noncombustible, corrosion-resistant mesh with openings no larger than 1/8 inch and no smaller than 1/16 inch, or
- Listed and labeled to ASTM E2886, the standard test method for ember-and-flame-resistant vents.
E2886-listed vents are purpose-built products with internal baffles and often intumescent (heat-expanding) materials that close the vent under fire exposure. They cost more than screened vents — typically $50–$150 per vent versus $10–$20 for a mesh retrofit — but carry a specific listing that some insurers now require.
Several vent types are explicitly prohibited in 7A areas: turbine vents, whirlybirds, and any vent designed primarily for airflow rather than resistance to ember intrusion. Gable-end vents are allowed only if they meet one of the two options above.
Section 707A: Exterior walls
Exterior walls must be constructed with one of several acceptable assemblies:
- Noncombustible material (fiber cement, stucco, metal, brick, stone).
- Ignition-resistant material, which has a specific definition — a flame-spread index of 25 or less when tested to ASTM E84 extended (30-minute) burn, and passing weathering requirements.
- Heavy timber (solid sawn or glue-laminated) meeting minimum dimensional rules.
- Log-wall construction meeting the code's specific detailing.
- An approved noncombustible-faced assembly listed to Standard SFM 12-7A-1.
Most 7A-compliant homes use stucco or fiber cement siding. Wood siding is allowed only when it meets the ignition-resistant definition, which untreated cedar or redwood does not.
Walls must also extend from the foundation to the roofline without combustible interruptions — meaning, for example, that you cannot use a plastic weep-screed or an untreated wood belt band halfway up a stucco wall.
Section 708A: Exterior windows and skylights
Windows are one of the ways radiant heat gets inside a structure. Under cracking or thermal shock, single-pane glass can fall out, letting embers and flame into the house.
Chapter 7A requires exterior windows to be one of:
- Dual-pane with one tempered pane (the most common option, typically the outer lite).
- 20-minute fire-resistance-rated glazing (less common in residential work).
- Glass block meeting the code's thickness and detailing.
Skylights must be tempered glass or listed plastic glazing meeting the same standard. Plain acrylic bubble skylights are not compliant.
Section 709A: Decks, porches, balconies, stairways
Attached exterior decks are among the most-studied ignition points in WUI fires, and Chapter 7A covers them in detail. The walking surface of an attached deck within 10 feet of a building must be one of:
- A material passing SFM 12-7A-4 (a deck-assembly test using a burning-ember source), or
- A material passing ASTM E84 extended with a flame-spread index of 25 or less, or
- A noncombustible material (concrete, steel grating over noncombustible framing, certain tile assemblies).
Underside enclosures, guardrails, and stair stringers are subject to similar rules. A typical 7A-compliant deck today uses either a composite decking product with a Class A fire rating or a metal/concrete assembly. Traditional cedar or pressure-treated softwood decking boards generally do not meet 7A on their own.
Section 710A: Accessory structures
Detached garages, sheds, gazebos, and accessory dwelling units (ADUs) within a certain distance of the main house (often 50 feet, but jurisdictional) are subject to the same 7A rules as the primary structure. A combustible shed 10 feet from a stucco wall under a Class A roof is a gap in the hardening that the code recognizes and addresses.
What Chapter 7A does not cover
Chapter 7A is a building code. It governs the structure. It does not regulate:
- Defensible space. That's in Public Resources Code §4291 and local fire code — including the new Zone 0 rules.
- Fences, gates, and hardscape outside the structure. Many jurisdictions have adopted local ordinances to require noncombustible fencing in the last 5–10 feet adjoining a house, but 7A itself does not.
- Interior finishes, which are governed by other parts of the Building Code.
A house can be fully Chapter 7A compliant and still ignite readily from a burning wood fence or a bed of bark mulch against the siding. Code compliance and real-world resilience overlap, but they are not the same thing.
Practical use for a current homeowner
You might not be building new, but Chapter 7A is still useful as a specification checklist:
- Walk your house and inventory the elements 7A addresses: roof, vents, walls, windows, eaves, deck, garage.
- For each, ask whether it would meet 7A if you built it today.
- Anything that would not is a candidate for retrofit — not because the law requires it, but because those are the elements 7A flags as high-risk.
Cost ranges for typical 7A-style upgrades, for general planning (highly regional):
- Vent upgrade (ember-resistant retrofit): $15–$150 per vent; whole-house $400–$1,500 for mesh retrofits, $1,500–$4,000 for E2886-listed products.
- Window upgrade to dual-pane tempered outer: $1,000–$2,500 per opening; whole-house $15,000–$50,000.
- Class A roof replacement (shingle): $15,000–$40,000 on a typical single-family home.
- Fiber cement siding replacement: $20,000–$60,000+.
- Composite Class A decking: $45–$90 per square foot installed; a 300-square-foot deck runs $14,000–$27,000.
These are general market ranges, not quotes. Actual numbers vary by region, roof pitch, access, substrate condition, and local labor rates.
